Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from different nations. Significant resources is allocated on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from Russian territory, a capability enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to engage hostile aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a need that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, endure.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not change more in its advantage in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
