Filmmaker Baby Ruth Villarama and the documentary team travel on a diverse assortment of boats and ships to record the persistent dispute and its consequences between the Philippines and the People's Republic of China over authority of the newly designated West Philippine Sea. This vast area, considered by nearly everyone outside of China as part of the Philippines' exclusive economic zone, has seen increasing infiltration by boats from China. Among them are fishing boats, most notably maritime militia that have been accused of harassing, intentionally hit, and tried to seize Filipino boats amid the ongoing standoff.

Some footage are undeniably tense, though often the conflict takes the form of a tense game of naval posturing. Officers from each side's boats exchange heated speeches over short-wave, peppered with legal jargon, practicing a unique long-distance negotiation.

Sustaining the Outposts

The film's title references the ongoing mission by the Philippine army to transport essentials to isolated garrisons in the West Philippine Sea where personnel are stationed for protracted periods of isolation. These specks of land are often mere dollops of sand in shallow waters, no larger than a sports field, approachable just with speeding rubber dinghies.

These trips prove clearly frightening for the cargo of baby goats, which are loaded alongside preserved supplies and additional provisions. The film shows the creatures seeking for better balance as the vessels zoom across the rolling sea.

Impact on Livelihoods

The film also follows fishers living around the more populated Scarborough Shoal, who voice complaints over decreasing fish hauls due to the sheer number of Chinese fishing boats in their ancestral fishing areas.

A Compelling Subject, Imperfect Execution

From a technical standpoint, the documentary suffers a bit from a at times meandering storytelling structure and a soundtrack that can feel overly tacky, overemphasizing the emotional beats. Yet, it stands as a important look of a critical subject that receives little discussion beyond Asia.
