Sheff Wed Deals with Major Issues, Says New Football Authority

'We are going to be a part of football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's persistent issues constitute a "serious issue" and the independent regulator is seeking powers to investigate clubs in similar circumstances, the recently named head the regulator has declared.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards the club's followers.

Kogan met with four supporters' associations connected to the football team this week.

The football club have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on several different times, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and recently we have met fan representatives.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they warrant scrutiny and addressed."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the current owner indicated in the summer he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Regulator's Perspective

Kogan said: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has represented their community in many cases.

"I have absolute sympathy for the club's situation, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an proprietor to divest a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being able to work with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"In actuality, when you examine the past of football, over the recent generations there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made might evaporate rapidly," the regulator warned.

"And that's what nobody wants in the terms of English football is a huge success story - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I completely endorse the prosperity and expansion as an financial organization of the elite league.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the political party in recent years.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I am presently disconnected from any form of political activity."
